Athena/Clydesdale Catagories

I have a question about Athena/Clydesdale categories.

I always thought that, although there are lower weight limits, these catagories were actually intended for "big" or "stout" or "fat" folks.

Are these catagories really intended for someone who simply exceeds the weight limit- say a gal in good shape who is 5'10" and weighs 155?

A friend of mine races as an Athena, but realy didn;t fit my idea of what an Athena looks like.
