Upping cadence

I want to up my cadence, but not sure how!

At the moment I am running (and don't laugh!) at 72 footstrikes / min
at my aerobic training zone. If I up my cadence, my heart-rate
exceeds my training zone and I have to slow down again, then my
cadence goes down, it's an evil cycle!

What do I do?

I have to ask, how high do you want your cadence? and what happens if
you raise your cadence (a little) and shorten your stride (a little)?
