Swim training without a pool

I just moved to Collingwood, Ontario, a small town where there are no pools long enough to train in (the longest is 20 metres). Any advice on how I can still train for triathlons? I love to swim and I'm going crazy out here!
(There is a bay very close-by, but I imagine it gets very cold to swim in during the winter--if it isn't already!!!)

Another question...

Has anyone trained in one of those hydraulic pools (the ones where you trai while swimming on the spot)? Are they effective, and how can you tell how much you've done?
