| I use a small tupperware container. Roughly 9"x6"x6" deep. I pack it with my gear for the trip and fill it with water (preferably fresh) at the site. I put a towel down next to it. When I run up, I dip one foot in at a time, stepping off onto the towel. There I stand while putting on my helmet & glasses. Although I may only be there for 5-10 seconds, it's generally enough.
For the record, I do not wear socks on the bike or run (Olympic distance or less). I clip my bike shoes on the bike and hold them in a horizontal position with a rubber band.
Using this technique will cause you to bike with slightly dirty feet. This has never bothered me, but may take some getting used to for others.
